Mr. Fink is a partner in the firm and specializes
in representing companies and organizations involved in the transportation
industry before the courts, arbitration panels, federal agencies and
the Congress. He has more than 25 years of experience in transportation
matters. Mr. Fink has litigated cases in both district and appellate
courts in various jurisdictions and regularly deals with matters before
the Federal Maritime Commission, the Department of Transportation,
the Maritime Administration, the Surface Transportation Board and
Customs and Border Protection. In addition to many years of litigation,
Mr. Fink has significant experience in counseling companies and organizations
on commercial, corporate and antitrust issues relating to the transportation
industry.
Professional Background
Mr. Fink began his legal career with a clerkship at the U.S.
Court of Claims. He then spent several years as a trial attorney with the U.S. Department
of Justice. Mr. Fink entered private practice in 1977 and was a partner for two prominent
law firms in the District of Columbia. In 1991, Mr. Fink became a founding partner of Sher
& Blackwell.
Recognized as a leading member of the maritime
law bar, Mr. Fink has served as President of the Maritime Administrative
Bar Association. He has spoken on maritime and transportation issues
before a number of transportation organizations, and testified on
maritime related matters before the U.S. Congress. Recent projects
include securing a dismissal of a federal antitrust complaint against
an ocean carrier, securing an arbitration award in a contract dispute,
representing a company in connection with an acquisition of international
shipping services and pursuing a bid protest dispute before the General
Accounting Office.

shipping in the Antitrust Law Developments published by the Section of Antitrust Law of
the American Bar Association and is a co-author of "The Redundant Foreign Shipping

the International Law Journal of the Georgetown University Law Center.
